Grounding Switches


I was looking at a house for sale, and noticed that the light switches did not have the ground wire attached to the switch. I realize that power can go directly to the fixture, or through the switch, but shouldn't the ground wire be attached in either case? The house was built in 2000, but this particular county doesn't have building codes.
