Grading slope away from house but siding is too low

I was going to attempt to grade some dirt to slope away from our house when I began doing research, I found that it would need to be 8" away from the bottom of the siding. My problem is that my siding is so low that it makes it impossible to do this. Now I'm not really sure on what to do and any suggestions would help. I attached a photo so you could see the area that I'm talking about. My brother-in-law does concrete and had suggested maybe filling the area in with concrete but I wasn't sure if that was okay to do.

There's no reason not to, just as long as the concrete is pitched correctly.
