Joists 16" oc See a problem with that approach ? This would allow a 12'x24' deck with 1 beam/rim joist and 5 versus 8 sonotube/footings. Beam/Rim joist set on stand offs.

I see more bounce in the deck having 12' 2x8's. You could reduce the bounce with 12" oc joists, using blocking(2) in each joist bay. It won't be as stable as the original set up, though.
I always double up the perimeter rim joists on 3 sides of the deck.

Would 8' span between the double row of supports still be OK using 2x6 joists, ledgers, etc. ?

Missed a key piece

Would 8' span between the double row of supports still be OK using 2x6 joists (16" oc), ledgers, etc. ?
