Fireblocking around electrical service panel

I purchased a single family home with a basement that was partially studded for finishing. the electrical panel is framed on each side but eh wires all come out of the top. The wires do not pass through a top plate, they just exit the top of the panel and go to various locations. I've been told I have to provide a frame member to which the wirse can be fixed and then it must be fireblocked above. Problem is, the wires are oriented in such a way tha I can't just slide a 2x4 framing plate in behind the wirses. Can anyone help me figure out what to do short of dissassembling the service panel and rewireing.
