drilling out screw

Hi, I'm new and not having a good day.
I thought I would do a small job around the house and replace some outdoor light covers that were looking a little worse for wear. A simple job I thought! Anyway the first cover was a breeze the other four however have two screws in each that have corroded to the metal. I managed to remove some through various methods of heating, tapping and using a certain amount of force. However there are still 2 screws that the heads have come off of. I have been trying to drill out the centres but my drill bits just keep breaking. What am I doing wrong??
I would really appreciate any help you can give me before I'm forced to call in the electricians to remove the whole units. Many thanks.

If there is room enough, file/grind the screw flat, then center punch. start with a small bit, go slowly. And try some penetrating oil such as PB Blaster on the screw.
