Double Rim Joist

Is it a good idea to double the rim joist on the sides that run parallel with the joists or is it unnecessary?
I'm conflicted thinking that it's a good idea to transfer load but at the expense of 2" insulated foam.

If the rim is sitting solidly on a sill plate that sits solidly on the concrete stem wall then I see no point to doubling the rim.

No need at all to double for what you're talking about.
