Can I replace sill plate under a single joist?

The sill plate is rotted under one of the floor joists in my basement. Can I simply replace the rotted section under this single joist (10" section)? Or should the replacement piece span 2 or 3 joists?

Does the replacement piece need to be nailed in to the concrete?

How should the joist end be sistered? I can't access the other end of the joist due to air ducts.

The rim joist is also slightly rotted. What are the recommendations for replacing sections of rim joist? It will be supporting a deck ledger after this is repaired.

first, find out where the moisture is coming from and fix it.
