can i frame a wall over top of concrete wall that has been insulated/vapour barrier?

The concrete walls that I am working with are fully insulated and have a vapour barrier. My question is can I frame my wall on the outside of the vapour barrier without having to worry about insulating inside the wall? Will the air gap in the wall cause a problem down the road?
