Do you actually need to remove these steps? I've seen abandoned stairs under decks on many houses. Then you wouldn't have to pay for disposal.

Trust me, unless the steps really are concrete-coated block, your drill won't possibly do the job before self destructing. At 6 amps and less than $100, it's basically a toy for the gentleman DIYer. It'd probably overhead mixing thinset.

Yes because I don't want to be able to see them when the deck is done.

I'd rent an electric jack hammer and go to town on them. For about $40 you could save time compared to what your original plan was.
