Blocking around mounting bolts?

Can I block around the bolts as shown and then hang my 2x12 floor joist to keep an even 16" spacing? AND pass the inspection? or do I have to offset them when I run across the bolts?
that'd stink...

If recessing the bolt isn't readily feasible, why not just notch out the joist so the nut fits into it? The joist will be set into a hanger so there shouldn't be an issue with the notch.

the bolts are through the 6x6s and 2 12" LVL rim joists, and need to be surface mounted. can't sink 'em.
although i think your idea of notching it would be easier and should be approved.
I'll run it by my architect and the inspector....if I can find him.....
thanks!
