Basement blocks, fill or not?


I have an old house with the basement made out of blocks that are like orange tile. These blocks are open on both ends. I did some digging at one end of the house so these are exposed now. The question is should I seal these with mortar mix or something? As it is now I guess any water that would get in could flow out the ends and if I seal it, it may trap water? Any thoughts? TIA
