Back door won't open

Wasn't sure where to put this... sorry, if it's in the wrong place.

We have your standard steel door with a window in it for a back door. For a little while now, the door knob has had a "click" to it while turning the knob. Now, it won't even open. It doesn't look like the bolt is moving at all. There's no deadbolt or anything. Just the standard locking knob. To get the door out, can I just pop the pins out of the hinges, go to the outside of the door and open it like a right handed door instead of a left? (basically pivoting it on the knob side) Then I can rehang the door and replace the knob, yeah?

Also, the glass has become significantly clouded. I think it's because my 120 lbs. Great Pyrenees mix jumps on the door to look out the window when anyone he doesn't recognize comes to the door. The idea being that he's loosened up the seal on the double pane which has let the inner space cloud up. Would it be best to just replace the whole thing now? Basically, how much time and hassle would it save me (if any)? I'm thinking of something like this would solve my problem since he wouldn't have to jump to see out the window.

using a screwdriver, undo the screws holding the handle in place and see if you can open the door by turning the bolt from inside.

The knob turns. It's just the bolt doesn't move.

I'm not home right now but I'll take it apart when I can to see if I can move it from the inside.

please describe the back door location. what is the age of the house it is in? is it in an addition? what type of foundation? it sounds to me like you have a settling issue around your back door. if it has settled enough, and wracked the door, it could have compromised the double panes of the window, which could be the reason for the "cloudy" glass.

do a visual inspection of the door frame. does it look like it is still plumb, level, and square? also, check the screws in the hinges. its possible they might have gotten loose, which can change the dynamic greatly between the door and the frame.
