You could add some more, and also get the junk out of there. It does not appear below minimum standards in my opinion. Different materials have different performance specs if you put them side by side.

I would find some one that has a Flir camera to look at heat loss and cold spots that are allowing for conditioned air to leach outside.

I second gregzoll's comments. There is also recovery time to think about. Insulation curves are not linear. Going from R-5 to R-10 makes a much bigger difference than R-25 to R-30. With some insulation there already, it may not be worth it to add insulation compared to sealing cracks, insulating the attic hatch, weatherstripping doors, and other things.

I have a house that was built in the 60s or 70s. We had about the amount of insulation you have there. Guessing 6" or so? We blew in enough to put the attic at R50 essentially. It did make a difference in the comfort of the house. I can't say about heating bills, because we did this right as it started getting cold outside. If you do do it, don't block your soffit venting if you have any (you should).

I also found significant gains by feeling walls and really hunting for leaking air. I just caulked a bathroom window shut it was leaking so bad. I know it is temporary, but the floor was freezing in there! I have found that keeping a house warm is less about huge changes like the attic insulation and more about minute details and dealing with leaky walls and things of that nature.
