Attching a flanged fence post for aluminum fencing to a sidewalk

I'm having a fence installed and I have one post that is on the receiver side of thae gate that must be attached to the concrete using a flanged post.. Due to the location, cutting t hrough the sidewalk is not an option so a flanged post is being used. The installers attached it with 4 galvanized lag bolts aprox. 3/8 x 2.5 inches long. They did not use any sleves or anchors. I live in the Midwest. I thought you always had to use some type of concrete anchor or tapcon? I have never attached anything to concrete with just a lag screw as I have been told it will not hold. Should I make them attach it with more than a lag screw alone?
