Sounds like it works, but that's bending the rules - the gutter is still being removed!

One thing that hasn't been mentioned, if there's a channel to hold some soffit, then that has to be removed, and then we know how vinyl/alum soffits will just fall out. So that would cancel out leaving the gutters up to change the fascia.

That's because the 2x material is behind the fascia as part of the framing system where it is called sub fascia.

Good for you. I was going to actually advise that you reach out and mend that fence first. Even if the fascia doesn't get fixed, you'll at least be on good terms with your cousin.
