What happens in a Final Inspection?

I added a breaker and ran a chain of outlets in my unfinished garage. The inspector approved the work and put the sticker in the service panel.

He said it's okay to cover.

So what happens now? Do I need a final inspection? If so, what are they looking for? Do they care how the sheetrock is hung? Do they open up everything again and reinspect the wiring? Or is it mostly a rubber stamp? Can I skip the final?

Any advice or insight would be much appreciated.

Thanks in advance.

I don't understand what the difference is between "rough" inspection, "okay to cover" and "final" is. If I've got the sticker in the box, what else is there to inspect?

Normally the final checks to make sure all the devices are installed and work properly and there are no open junction boxes.
