Yes, I've read the load rating info in the NEC
But nothing that specifically requires you to follow the Max fixture rating
I use a spreadsheet to add up the Max fixtures & track the bulbs that I am actually using:

15a Circuit #1 Fixture rated 668w, in use 400w (3 T-8 flourescent fixtures included)

15a Circuit #2 Fixture rated 1379w, in use 821w

15a Circuit #3 Fixture rated 1200w, in use 427w

15a Circuit #4 Fixture rated 1536w, in use 732w

So now I'm just going by my actual load rating plus leaving some spare
