Most inspectors will nail that one fast { few may let it slide } the key issue is cooling or bunding effect and I know from either UL lab or one of other source say if bunding like you put in the conduit that we can call them bundling and the restrection start take in effect once you get the conduit over 24 inches the derating will rule it so that one thing you have to keep in your mind with any conduit or bunding NM's once you get over 24 inches that will get ya but under 24 inches they will not pick on that at all.

That one thing when I do service upgrading I try to keep it short as possible if you have drop ceiling or attic if under 24 inches ya can stuff it.{ but not crazy to do it }
