Is there a release agent for PCV pipe adhesive?

Yeah, that's about it I think. If I remember right, PVC cement is solvent-based and actually softens/melts the pipe to cause it to weld together.

I have seen it release with a heat gun and a good bit of elbow grease. It had to be separated as the coupling was at floor level and the floor was concrete. So yes, it will come apart.
