I don't think anyone can answer that without seeing it. It's definitely not done the "right" way, but it's possible that it could be "safe enough" for the moment. Obviously it has been successful from whenever it was put in until today, and they haven't had cloth wire in many years.

I would make sure that the connections are not buried in insulation
Do they have wire caps on the connections ?

I wouldn't worry unless you've already started in on changing wiring someplace. Left alone it will be fine until you get an electrician involved.

I would be concerned after someone starts crawling around in the attic. Not knowing what you disturbing wire-wise under the insulation can cause problems.

Get some estimates from licensed electricians and then don't disturb anything until he's done.

Costly, probably, but the peace of mind you'll have after it's done is well worth it.
