Mains live and neutral taped together.

Hi guys,
I have what may seem a very stupid question, but I'm obviously not going to do it
If an appliance has been removed, I know that the wires should be taped up for safety, but what happens if the live and neutral are taped together to form a circuit?
Does it form a complete circuit and simply act as a constant draw on the supply or does it blow the circuit breaker?

It will trip the breaker due to an overload.

It forms a complete circuit, what is called a short circuit. Do not try it.

Yes it acts as a draw, but with a tremendous amount of current. It will almost always trip the breaker which it should do very quickly. It may damage the breaker, and could start a fire if it did not trip a defective breaker.
