Lighting - Control Factor?


Hello everyone,

I'm attempting to fill out a PPL PA Lighting Form:

I'm not sure what Controls Factor means or how to find this out? Does anyone know? I would appreciate it very much.

Seems to be 0.8 for photo-electric or occupancy sensor and 0.75 for both
