Lamp post installation question (pic)

I have an 84" aluminum post. There is a 1" hole about 15" from the bottom. Is this to run the cable through? I found it odd that it's 15" up that would make the height of the post only about 60" since I would need to bury it. And if i would run it up from the bottom of the post, that won't solve the issue with the hole.

Looks like it is upside down. There should be 3 small holes around the end of the post to mount the light fixture/canopy with small screws. The big hole is for a sliding sign holder rod. IF I am seeing it right.

The big hole is likely for a photocell and the tiny holes are indeed for screws to hold the lantern. Remember the lantern will add 18"+ to the height.

Can you show a photo of the other end?
Most Lamp Posts do have holes like you're showing for the wire, it's protects the wire vs having the wire at the bottom of the post.
Some have a single hole like that for a photo cell.

DO NOT use concrete with an aluminum post. The Galvanic Action between concrete and aluminum will corrode the post at the top of the concrete.
Place a small amount of gravel in the bottom of the hole and tamp dirt around it. Gravel is for drainage. Tamped dirt is all you need to support it.
