inside ground rod in foundation

I think i found a ground rod in my basement. I didn't know they were ran indoors. I'm going to look outside for one in a few mins.

My questions is how much cubic feed does there need to be around an in door ground rod that goes into the basement cement floor. Its framed and covered with paneling and i'd like the space for usable room.

I don't know if it was framed like that because it creates a nook or if it was code.

I believe the house was build in the 1940s in NY.

Probably abandoned water well piping.
