grounding question

Hi I have a question about grounding ? a two unit building in has one service drop from the pole then is split in to two meters. I am a liittle confused there are two seperate panels inside one panel GEC is coonected to the cold water pipe No GEC for the other panel. Shouldn't each panel have a ground? Can they use the same water pipe does this create a problem?

The ground from the water pipe and ground from a grounding rod both go to the main distribution panel. If these two panels are feed from a meter/disconnecting box then the grounding goes into this box only. A four wire feed is used to feed the two sub panels. All ground wires and neutral wires are separate after the main disconnecting means.
