grounding metal outlet box

is it required to bring a ground wire to a metal outlet box before connecting it to an outlet? My father always used to wrap the ground wire around a screw in the box before connecting to the screw on the outlet.

If you mean bring a ground wire (egc) from the panel to the box; depends on what you use to get to the box with. If you use metal conduit, you do not need to carry and egc with the circuit conductors. Them conduit is acceptable as the EGC. If using AC cable, same thing. Most other types of conduit or cable methods require an egc to be carried to the box.

yes, the egc must be connected to the box. As to it being connected to the device; depends if the device is self grounding or not. It is never bad to connect the egc to the device but in the case of a self grounding device, it is not required.

maybe this will make it easier: if there is an egc, it must be connected to the box.

The order does not matter, for example several Romex cables can enter the box, and their ground wires may be wire nutted together with a pigtail (short length) going to the screw on the metal box or to an approved clip on the edge of the box.
