Fed Pacific breaker question and advice needed

I just purchased a home with a Federal Pacific breaker box. I assume they are the stab-lok breakers. I have read a lot of the information about what happened with these breakers and that Fed Pac. is no longer in business.

The one for the water heater is on a 2-pole, 30 amp breaker. When I turned the water and electric back on, the water heater worked for a while but tripped the breaker. I reset it and it worked for one day. Now my water heater no longer works. I checked to see if current was going to the water heater. No current is getting to the water heater but the breaker has not been tripped. If the breaker has failed, how do I tell and is there a reliable source for replacements?

Any suggestions about what to do next?

the best replacement option would be a new panel. I have seen one of these panels burn a house down its nothing you want in your house.

Thanks for the advice. I'm considering using a Square D box and breakers.
