Can I put two ground wires in the same terminal of the panel ground strip

Usually, yes. But you have to check the panel label to be sure. It should list how many of each size wire you can put in each ground terminal.

Note that you can't do this with neutrals, those need to be one wire per hole.

I thought it was one wire per screw on anything unless otherwise identified as such.
