Interesting, are those fins special, or do they just act as heat sinks? So if you remove then it can't disapate heat fast enough and hence the lower rating?

There is the other tricks I done pretty often with dimmers I put the metal switch plates on due they will act like heat sink as well that help a bit with dimmers.

Now to the OP I know you mention pet sanctuary area so there one thing I will mention to you no open luminares { aka bare bulbs } and double check the CFL bulbs to make sure they work with dimmer and also with enclosed luminaires as well.
