The cable has black sheathing on it and I am 99% sure it is 8-2

The conduit leading from the junction box on the wall to the panel is definitely 1/2. But I am not completely sure what is underground. The junction box isn't easy to get to at the moment, but when I pull the new wire I will let you know and see if I can take a pic of what is stuffed in there!

I plan to put in the two ground rods at the garage.
Since there is plumbing out to the garage, should the ground there also be tied to the plumbing?
