I have a heat pump with both electric furnace and baseboard heat back up.... but it's all tied into the main thermostat.

All the baseboard heaters are connected to one sub panel in the basement which is controlled by a relay contactor. When the main thermostat senses backup is needed it supplies power to both the furnace contactor and the baseboard heat contactor and it controls the house temperature as normal.

That's all Home Depot Canada has.
Home depot (Canada) stocks and sells the thermostat controls (separately) for most of the baseboard heaters they supply. You will find them on the shelf right beside the baseboard heaters. At least that's the way it is at my HD

I ended up paying more for some Dimplex and bought their compatible built in thermostats to install into the heater. Still cheaper than the linear proportional ones, though.
