Replacement can cover up what could have been a simple repair, like tightening or cleaning a connection.

Assuming you actually have a problem, I'd put considerable effort into pursuing the root cause. The worst outcome is that you replace a lot of stuff in one expensive chunk, and it doesn't even touch the symptom or actually worsens the symptom.

I have a 200 amp service and my heat pump dims my lights a bit every time it comes on. Just enough to notice. This is normal.

Now, if the utility would have upgraded their conductors when I upgraded my service, it's possible I would not notice when the heat pump comes on. Just upgrading your end does not mean you will correct this.
