What's the story with inline dampers???

I'm running exhausts out off my roof for the following:
2 bathrooms (separate lines)
1 gas dryer
1 range hood.

The ducts will run straight up and through the roof. (I cannot go out the side of the building, b/c it's a three family building and I don't have access that high.)

All of these devices have their own internal damper to prevent back drafts.

But I've been told by some people that I need to install a damper (butterfly style) along the vent line.

And I've been told by others, I don't need to install a damper b/c the devices already have dampers.

My roof jacks don't have their own dampers, so cold air will make it inside my ducting, inside the unconditioned space b/w the top floor and the roof.

So do I need them? Will they make my appliances work harder? Two dampers vs one.

IF I need dampers should I put them as close to the roof jack as possible? If possible outside the building? Otherwise just south of the roofjack, inside the building.

Last question.... Do the ducts need to be insulated in the space b/w the top floor and the roof?

Thanks!!!
