Tree root cutting

I have a 50-60 foot tall weeping birch in Portland, Oregon. There is a root that is in the way. It's about 4.5" to 5" in diameter and only about 3 feet from the tree. I know that's generally too close to cut, but it's also the only root in the way. Can I cut it?

CAN you? Certainly. SHOULD you? Probably not but as long as the tree is healthy, it probably will not hurt it much. I fyou need to cut it give it a good dose of 10,10,10 fertilizer to help it along.
