Steps on top of HPB?

Does anyone know if I can build steps using pre-cast concrete (ie unilock) retaining wall blocks on top of HPB? I need to build about 5 steps to reach my door. I have some HPB down already and it seems to move quite a bit under the one or two "test blocks" I've laid down. Should i dig it out and put down 3/4 crush and sand instead?

Thanks.
