Stem wall flower bed

I have a home built on a stem wall foundation, basically a solid CMU block wall siting on top of a concrete grade beam that runs the entire perimeter of my home. I want to build an elevated flower bed that is even with the top of the stem wall so that it is not visible from the street. My biggest concern is soil up against the foundation wall and maintaining proper ventilation into the crawl space. My question I guess is should I place a membrane between the foundation wall and soil before I fill the bed up? How will that affect moisture to my foundation? Anybody ever tackled something similar. FYI the bed will be about 2'6 at the tallest with a 2' soil level being the highest. Any info is appreciated.

Sounds like a sure way to have moisture issues to me.
There should never be mulch, or retaining walls forming ponds up against the foundation.
