Securing single row of edging pavers next to gravel driveway

Getting ready to add a section of gravel next to the asphalt driveway for extra driveway width. On the outer edge of the gravel section (blue line), I want to put down edging pavers to both make it look a little nicer and act as a divider between the gravel and lawn.

What's the best way to secure the edging pavers down so that they don't shift around?

I'm thinking on grass side, to use the plastic paver edging that you nail into the ground. But what about on the gravel/inside edge or even along the row of pavers? Maybe mortar/cement bed underneath? Since this is just one row and not an interlocked area of pavers, it seems like they would be prone to shifting, but I'm not sure what's the best practice to prevent this.

Put the plastic edging on both sides.
