possible leaky waterfall/pond

my water bill has been extremely high over the last year. I have a waterfall/pond in my back yard and was told that it only used recycled water. But when i was trying to see if I had a leak (i.e. see if the indicator valve was moving or not) it was and it stopped when I turn off the waterfall. why is this the case if only recycle water is moving in the pond??

Where would this 'recycled' water come from?? Obviously it is being refilled with city water--
