How to I make this level?

I have some patio stones at my front yard hose bib as shown in the photo. How do I make these stones reasonably level with each other? Not looking to spend a lot of money on a pad or anything like that. Mainly want to keep stones from sinking. What would I use underneath the stones.....something involving sand?

You can see with the crack in the concrete the fill was not compacted when this work was done. It might be better now, I would remove them and re level with sand and redo them and hopefully the ground has settled all it needs too.
Is that hole to the left a vent for a crawl space, I hope water does not run in there.

No crawl space and no vent. That's just where the stucco wall extends beyond the foundation with no white paint. I'll get some sand and do it next weekend. Thanks Neal

Re: How to I make this level?

While you're at HD getting a bag of sang, get a hand tamper also, then add a little extra weight to it, slip a barbell weight over the handle, for extra power, and tamp your new sand, and bedding level, this will help the pavers stay where you put them.

After placing the pavers and getting them level, place a carpet remnant over them as padding and tamp once more.

Unless you happen to rent or own a power tamper.

Thanks for reminding me about the tamping part, Ed. I'll probably improvise something for a tamper.
