Hard pruning yews
 
Can this be done effectively or do I need to takethem out and start over?
If it can be done, when is the best time of year to prune them?

It can't hurt to try if you are also willing to rip them out. I've done this successfully in late March/early April just before new growth is about to flush. It takes 2-3 years before they look good again.

Thanks for the link. I guess I'll cut them back this winter and see how they progress.
