Creating a Stone Step Pad Off Deck

Hey guys I am new to the forum and I am looking for some help on an upcoming project. The wife and I want to put a step down off our deck to the ground and have an idea and would like to know how to pursue it. We have a TON of flat rocks of all sorts, shapes, and sizes and she would like to make a pad out of these rocks with concrete/mortar filling in the cracks to make it look like they all match and fit together. The pad wont be much wider then the steps coming off the deck which are 36" wide I believe and maybe just as deep. We live in Maryland so freezing is an issue here. What should I do to complete this?

I would proceed just as I would with flagstone patio, since that is essentially what you are creating. There are many many tutorials online. Base preparation is the most crucial step.

Excavate enough to build up a ~4-6" base of compacted gravel, 1" bedding sand course, and the thickness of your stones.

This isn't a difficult project, and it's a very manageable size to get done in a weekend. Digging everything out will be the most time consuming step.
