Cement or landscape?


I have this part of my place that is outside of the sidewalk in front on my house & in Los Angeles county thats county property.



& I dont want to be responsible for watering it or trimming it etc etc..

So I was thinkinking about mulching it, the the thought came to me...... why not just cement it all over?
Can I legally do that?
It would be much nicer coming out of the cars & not stepping into dirt or mulch or whatever,,,,,,

Just check with the people that own the property and avoid any hassle or misunderstandings.

They may not go for poured concrete because the are buried utilities than may need access. Interlocking concrete pavers may be acceptible since many cities use them along streets.

I own the house, but that makes sense, maybe use concrete pavers as you say...
