It is ant-siphon. For when you have left the hose in a puddle and the city water is shut off and the water level in house gets so low that is pulls water out of that puddle.
If it will come off you can remove it or replace it.

if it turn the spout on, water just comes out of the sides. does it mean it's broken?

right now so much water comes out of it from the side that I end up getting sprayed soaking wet. seems very inefficient. Also doesn't seem to twist off easily so i'm trying to wd40 it for a bit

They don't leak when they are new. Some don't come off, I have pulled the guts out and tried to get part, with no luck.
I replaced the guts with a short piece of air hose and that worked once I got the length just right. Right now I don't remember how the guts come out.

Most of those anti syphoning attachments have a set screw. It is often a breakaway set screw. (Turn it until it breaks off)

If you have a set screw, all the WD40 in the world isn't going to make it turn easier.

Depending on how it was installed, you run the risk of damaging the hose bib threads as you remove it.

I think the idea is the average homeowner won’t take it off and will call a plumber. The plumber is “required” to install a new anti siphon device.

If you have a dremal or a 4 inch grinder, you can cut the anti siphon device. Cut the threaded portion then use a screwdriver to pry open the split.

If the set screw is in the right place, you can drill out the set screw. However, they often end up where you cannot get a drill in at the right angle.
