Removing paper off base floor


I have removed 3 layers, 1 tile, 2 linoleum, off the floor to find the base floor in my trailer. there is a heavy paper, I'm assuming it's a pad of some sort. This is a 1972 trailer. Anyone have any ideas on how to get this off the wood? I'm tired of using a paint scraper. Wetting and scraping doesn't work, either. HELP!!!!!!!

I was given some 18" by 18" vinyl tiles, I've laid tile before, just have to remember how to cut them. Most of the backing came off. Took 3 days and lots of elbow grease.

1972 tells me most likely it's particle board flooring.
About useless for anything. Gets wet once and it turns to oatmeal.
Really needs to go for any chance of anything else working out long term.
Sure there not asbestos tiles?
May be the reason someone gave them to you.
What room is this?
A kitchen or bathroom should be done in sheet linoleum, not tiles.
