Dangerous method of lowering ceiling?


I am in the process of having my master bath remodeled. Ceiling height is being lowered to 11 feet. The framers did not use a ledger board to support the ceiling joists nor did they fasten them with joist hangers. All they did was use joist hanger nails and hammered the joists to the framing in the walls. Is this against code? is this dangerous?

As described it sounds wrong and near impossible to hit the stud with a normal hanger. Are sure there is not something solid in the wall that he found.

Joist hanger nails are barely an inch long. It's impossible to nail 2x framing together with just joist hanger nails.
