By all the spelling errors I'm guess your the same person posting on doityourself.com
What's the directions on the website or the included directions with the base say to use?
Most use mortar.
No way do you want a flexible material?
No expanding foam, silicone, white foam, tar!
Hot tar would be used in an old style pored in place pan that's going to be tiled.
Buy a better quality pan as has been suggested before and no support is needed or it comes with it's own high density foam support.

100 % sure it's not the floor that's off not the pan?
No way would I be installing a tub or flooring over a 2 X 6 floor.
I'd install at least 3/8 subfloor rated plywood.
