We're having a house built and have had some issues with some of the subcontractors

Are you the GC or are you did you hire a builder, if the latter it's his problem. Just point it out and make sure he fixes it before you write another check. If you are the GC it falls more on you especially if the carpenter is unwilling to come back and fix it properly.

Aside from the slamming, it appears, since these are prehung doors, that the clamshell was not set flush with the finished wall. Not knowing the thickness of the finished wall puts all the pundits in the back seat. A jamb extension is needed if the clamshell is not adjustable. True, too, one person may have installed the doors and another the trim, so the door installer just missed the plane needed to properly allow the trim to rest flush.

Regardless, it needs attention by the installers, whether you call them trim carpenters or finish carpenters or hacks. If it is a new house, the GC needs to be held accountable.

Inspectors are not involved with the finishes, they can only inspect items that affect fire and life safety and energy and are legally codified.

The only thing that type of workmanship does with an inspector is make him look closer at the work he does inspect. He can't turn down a job because the finish work looks bad.

Except about the only time the inspector sees the finished trim is on final, when there really isn't much to inspect anyway.
