probably. but frankly i wouldn't bother, unless you're in plain view of the street.
if you know how to do it, just do it and close it up quickly.

The only person who can answer your question is the local building inspector. In my experience, they won't hold it against you if you ask. If you go ahead and do the work without a permit, and it turns out you need one, best be on very good terms with your neighbors. If they turn you in, the building inspector is likely to be in a bad mood, which can quickly ruin your day.
