How to bend 9gauge galvanized metal

I have some 9 gauge stakes, about 500 of them actually, that I need to bend a loop into the top of so I can hang a small metal tag from. (Plant labels) and I really underestimated how difficult it would be to bend this stuff! It is is alot stronger than I thought! I used bolt cutters to cut each piece to the length I needed and I have the tags made, just need to figure out how to bend a small loop into them. Maybe about 3/4 of an inch or so? Any ideas please! Thank you!

Is the loop you need similar to this pictured that these wires have, with the exception you need the loop completely closed?

Not exactly sure what your end result needs to be, but drilling a hole in a metal pipe or solid shaft and then wind your wire around it. That wan you have the long end for leverage.

Cut a slot in the end of the pipe. insert and wrap the slot will allow you to remove it.

Hopefully you have a vise to hold the pipe.

Similar to the pic above, but more to the side a little so the tag would hang.
