Overlay job has spots now


Thx for helping. Last August we had a stamped job around our pool redone with an overlay. After a bad winter here in Eastern WA, there are some spots that have occurred. I contacted contractor and he said it needs pressure washed due to hard water stains. I told him I tried scrubbing it with a brush and warm water. He said that won't work. I don't believe snow and ice causes hard water stains. The contractor is the only game in town and we paid plenty for his work. He applied three coats of sealer.
So, my question is two-fold. No. 1, Should the water be beading up on the overlay?
No. 2, What are these spots and the cause?
Appreciate any help with any suggestions.

what type of sealer did he use ? water or solvent based ?
